6+5 Equals Positive Step Forward For Football
The '6+5 rule' as proposed by Sepp Blatter is generating a lot of discussion amongst all football followers. For those who are still confused or unaware of this new rule, here is a quick summary.
What? The '6+5 rule' is a rule by which all clubs have to field at least 6 domestic players every time they take to the field. For example, under this rule, a club from Russia must field at least 6 Russian-born players who are eligible or have played for the Russian national team. FIFA is looking to apply this rule universally, in all parts of the world, however, they could encounter problems with the European Union and its labour laws.
Secondly, why is the rule looking to be implemented? Put simply, Blatter explains that most clubs are not nurturing domestic talent preferring to use foreign talent who are better. An example of this would be Inter Milan who has had, for a number of years, a team full of South Americans, mainly Argentineans. While they have been successful, it is a largely negative situation for the future of the Italian national team because their future players are not being given the experience of playing at the highest level regularly.
When? The question of when it will be fully implemented is still left to be answered. In most parts of the world, except Europe, it was implemented at the FIFA Congress in Sydney in May. The problem is implementing it in the European Union where the problem of restricting foreigners mainly resides. However, EU labour laws stipulate that labour must be free to move anywhere within the EU and the '6+5 rule' would technically prohibit such movement. FIFA is now hoping and lobbying the EU to make football an exceptional case, paving the way for the rule to be implemented. Watch this space.
Lastly, it must be point out that this change will be overseen by FIFA and all national associations to ensure successful compliance, hence cooperation between both will be necessary.
