For those looking to avoid the smoking ban and still get their nicotine fix, inventors have invented an electronic cigarette. This small white device looks like any normal cigarette out of the pack and has an internal chamber to vaporize liquid nicotine in a puff of steam that you breathe in.

What happens when your battery goes low in the electronic cigarette? You just plug it into the charger. The battery recharges on a charger usually included with the starter kits. The charge will not usually run out in the middle of your outing, but cases are available so you can carry a second battery with you.
There is no flame or smoke with this device. There is no worry about children around or your neighbors either. They do not bother anyone.
It does not get better than this for smokers looking to light up in public.
