Too high and it means that you are stretching the limits of your heart, lungs and muscles dangerously. So, in order to get the maximum effect of exercise, you should monitor your heart rate when exercising, and it should be within your target heart rate, which is the "safe rate" your heart rate should be in when you are exercising vigorously.
